I. Safety technical measures
(1) The automobile tank truck loading and unloading facilities including crane pipe, oil pipeline, metal loading platform, etc., should be reliable electrical connection and grounding.
(2) The ground balance, crane tube, refueling gun and pipeline of the loading and unloading oil field should be bonded and set up electrostatic grounding device. Ground resistance is not more than 100Ω.

(7) The connection between the electrostatic grounding wire and the tank trailer should meet the following requirements.
① The connection should be tight and reliable. It is not allowed to use winding connection.
② Connect before opening the lid of the can.
③ It should be connected to the special grounding terminal board of the tanker, etc., and not be connected to the loading and unloading oil port within 1.5m.
④Remove the connection after closing the lid.
(8) During the operation, the loading and unloading of light oil products shall be carried out in strict accordance with the relevant operating procedures. It is strictly prohibited to conduct ruler, temperature measurement, sampling, or insert other objects into the tank after 2 minutes of unstable oil.
(9) We will use the top of tank trailer loading oil, loading crane pipe should be deep to the bottom of the tank, the distance from the bottom of the tank should not be greater than 200mm. Splash type is strictly prohibited to load light oil.
(10) The oil and gas concentration in the oil tank (including tank truck) with high volatile oil should be tested when replacing with low volatile oil. When the concentration of oil and gas exceeds 25% of the lower limit of explosion, ventilation and exhaust or cleaning should be carried out.
(11) In the course of loading and unloading inflammable oil products, no on-site tests or tests which may produce electrostatic sparks shall be carried out without approval.
(12) It is strictly prohibited to rub and test vehicles, articles or ground in the workplace and carry out all kinds of temporary operations that may produce electrostatic hazards.
II. Safety precautions
1. Operators should wear clothes and shoes that can eliminate static electricity.
2. Use non-sparking tools.
3. It is forbidden to operate in stormy and thunderstorm days.
4. Pay attention to observe to prevent oil spill.
5. When spillage or oil leakage is found, all oil loading operations at the relevant oil loading point and the adjacent oil loading position shall be stopped immediately. All valves that are open when unloading or underloading should be closed. Only the main personnel should be left on the oil filling table. Do not operate the starter of the vehicle until the spilled oil is removed. Filling shall not be resumed until the area is declared safe by the person in charge of filling.
6. If there is a fire during the loading and unloading of oil, all operations should be stopped immediately, and the vehicles not affected should be driven away immediately. Close the tank valve to cut off the oil source, and immediately implement fire fighting operations.
7. Do not turn on the ignition switch for a long time after the truck stops. Once a car caught fire in the garage, and after investigation, it turned out that the ignition switch was still on after the last time the car came back. If it is opened for a long time, it will not only cause the battery to discharge for a long time, but also cause the risk of fire.
8. It is not allowed to implement "artesian oil supply" for a long time. Sometimes because the gasoline pump is damaged or the oil pipe joint is damaged, the gasoline pump can not be relied on to supply oil to the carburetor normally, and temporarily can not be maintained, can only take emergency treatment, the implementation of gravity flow oil supply, in order to drive the truck back to the garage or to the repair shop. At present, for the need of fire prevention, the road traffic management regulations formulated by the state do not allow the use of this method.
9. It is not allowed to observe the liquid level height of the battery with open fire at night. When driving, the battery is in the state of overcharging, and excessive accumulation of hydrogen in the shell causes an explosion when it meets an open fire. Therefore, the small hole on the battery cover must be kept smooth at ordinary times.
